the most interesting part is, the chinese sentence was wrong at the 1st place...
the correct saying should be 事不过三, not 四不过三.

四不过三,念你是新人,不懂版规,从轻发落! could be understand as, since you are new and dosent know the rules, he will give you a chance and wouldn't punish you too hard (for breaking whatever rules on this forum you did)
